Youth Affairs Minister Inaugurates the Nkolnda Pronec-Reinitiation Operational Reference Center in Mefou and Afamba



The Minister of Youth and Civic Education, Mounouna Foutsou carried out the inauguration ceremony of the said Center on October 26, 2023, coupled with the installation of the newly appointed managers of this program as well as in the central and attached services of his ministerial department .

Officially launched on February 3, 2022 in Logone Birni in the Far North Region, the National Program for Civic Education through Moral, Civic and Entrepreneurial Rearmament (Pronec-Reappeler) is an educational instrument for civic, moral and entrepreneurial approach adapted to the current needs of all segments of the population with the objective of promoting peace, social cohesion and living together. 


Also in its implementation, Pronec is responsible, among other things: for the development and monitoring of the implementation of Civic Education Programs through Moral, Civic and Entrepreneurial Rearmament, adapted to different targets and in various intervention environments, with particular emphasis on those intended for minorities, vulnerable and at-risk groups.

As as well as priority education areas, in collaboration with stakeholders from the environments concerned; supervising awareness-raising actions on issues and questions of major interest, namely radicalization, violent extremism, violence in schools, irresponsible use of social networks, drug consumption, non-compliance emblems and symbols of the Republic, and many other uncivil behaviors.

The entrepreneurial rearmament of Minjec targets from various intervention environments, with a view to developing a set of entrepreneurial values ​​such as the spirit of creativity, innovation and risk-taking.

It is in this vein that, on October 26, 2023, the Minister of Youth and Civic Education (Minjec), Mounouna Foutsou, proceeded in Nkolnda, Department of Mefou and Afamba, Central region to the inauguration of the Operational Reference Center of the National Civic Education Program through moral, civic and entrepreneurial rearmament (Pronec-Reappeler). 


He was accompanied for the occasion by the Minister for the Promotion of Women and the Family, Marie Thérèse Abena Ondoua. 

From the presentation of Walvede Abdoulaye, engineer in charge of the creation of this gem, it appears that the Nkolnda Reavenir Operational Center has a total area of ​​315 m², with two buildings with an area of ​​139.5 m² each. 

Each building has 12 bedrooms, 12 bathrooms and 12 verandas, able to accommodate 200 people. This means that the Center is ready to restore confidence in youth, to reduce violence and incivility, to break down identity barriers, to find solutions for a more exemplary citizenship of Cameroonians. 

It should be noted that 40 young people from this locality have already benefited from reboot training in the said Center. They also received certificates of completion of training from the authorities present at this ceremony.

During this ceremony, newly appointed managers of this program as well as in the central and attached services of Minjec were installed. Minister Mounouna Foutsou gave them the message of efficiency and civic and patriotic commitment, inspired by the Education Mindset, with a view to changing mentalities, and invited them to adopt the fighting spirit to achieve the set objectives. 

The Youth Affairs Minister begins with a minute of civic-mindedness. Then returned to the circumstances of the creation and the establishment of Pronec-Réommage.


“In order to provide concrete responses to this poison in our society, the Ministry of Youth and Civic Education, in collaboration with other sectoral ministries and development partners, developed and officially launched on February 3, 2022 at Logone Birni in the Far North Region, the National Program of Civic Education through Moral, Civic and Entrepreneurial Rearmament (Pronec-Reentreprises),” Mounouna Foutsou. 

“I remind you that essentially, it is a question of restoring confidence in young people, of reducing violence and incivility, of breaking down identity barriers, of finding solutions for a more exemplary citizenship of Cameroonians, a guarantee of the advent of the Exemplary Republic that the President of the Republic, Head of State Paul Biya, calls for with all his wishes,” he added. 

The urgency of this ideal is not that of illusions, it is above all that of impetus, mobilization and future action. This emergency requires a course, it demands a rhythm and calls for unfailing commitment, in cohesion and solidarity. Mobilization must be based around a clear vision and a strategy that must be carried out with method, organization and competence to meet the strong demand for responsible citizenship for all.

The ceremony ended with the blessing of the Center by the traditional authorities and the cutting of the ribbon thus symbolizing the official opening of the Operational Reference Center of the National Civic Education Program through the moral, civic and entrepreneurial rearmament in Mefou and Afamba.
