"Bamenda II Council dependly solely on state subvention. All the markets belong to the city council; Food market, Main Market and Ntarinkon market. We cannot operate at Muwatsu, even Mbengwi park there are attacks theree on a daily basis. We don't expect to risk the life of workers", Bamenda II Council Mayor.

"We are not comfortable at the level of Bamenda II Council, we beg the authorities to make sure the law of decentralization is fully implemented. In the real sense we are the ones to manage the main market and the Ntarinkon market because they fall within our municipality", Mayor Chenwi Peter

Mayor Chenwi Peter revealed at the budgetary session that the council has been surviving on state subventions from the past 15years, and that it is only through this means that council workers are able to recieve salary.

His deputy mayor, Louis Angwafor thinks that there is need for some level of discipline to be attached to the work of local government. He is of the opinion that if local government forwards a complain to the administration, it should be taken seriously, calling on all to shun fear and do what is right.

"...The existing laws are not being respected, we have written to the heirachy, but no action has been taken. We are seeing a careful attempt to maintain a problem for a particular political reason...", Mayor Tse Louis Angwafo.

The Divisional Officer for Bamenda II, Nicholas Manchang says councilors do not still understand the notion of budgets. He encouraged councilors who take part at the level of the city council sessions to make sure that they discuss issues partaining to the city council when they meet.

"You have a collective responsibility to make sure that the council functions. Decentralization is people led development. The explanations from the Mayor shows that the council is only working on subventions and we cannot function like that", D.O Bamenda II Council.
